When the smuggling of Chinese men into the United States continues unabated, the Immigration Department calls on dashing inspector Bob Baxter (Regis Toomey) to burst the racket. Baxter’s deductive prowess soon has him on the gang’s trail. Posing as a pilot, Baxter tries to infiltrate the gang, which is badly in need of a pilot. With help from Viola (Esther Ralstien), the charming and rebellious daughter of Federal Judge Avery (Oscar Apfel) and his ageing partner Inspector Sullivan (J. Farrell Macdonald), it doesn’t take Baxter long to put an end to the inhuman trade of innocent Orientals.
